UDT institution 

The UDT sector is responsible for looking after the safety of technical equipment and installations that are subject to technical supervision. The main branch for which the UDT is responsible is: 

• technical supervision of equipment performed in accordance with the scope, which is described in the Act, 
• analysing the effects and causes of damage to technical machinery and assessing the extent to which they pose a risk, 
• keeping an inventory of the technical machinery in use, 
• decision-making on the subject of technical supervision, 
• checking the competence and authorisation of persons repairing, operating, modernising and manufacturing technical equipment,  
• appropriate selection of a training programme for those maintaining and operating technical equipment, 
• awarding a certificate for quality systems that relate to technical equipment. 

The responsibility of the Technical Inspection Authority extends to many things. In order to be able to work on UDT equipment, we must first acquire knowledge and practice by attending a training course and then take an examination to test our knowledge. The equipment that is subject to UDT's responsibility includes, among others 

• winches, 
• cranes, 
• cranes, 
• stacker cranes, 
• jacks, 
• freight lifts, 
• mobile platforms, 
• ship lifts, 
• facilities for the disabled, 
• stairs and escalators, 
• forklift trucks, 
• steam boilers, 
• pressure cookers, 
• liquid boilers whose capacity is greater than 2 dm3, 
• tankers, 
• pipelines, 
• tanks for liquefied gas, 
• linear railways. 

As can be seen under the management UDT Many pieces of equipment are subject to this. For each piece of equipment mentioned, you need a licence to operate or maintain it. At our training centre, we provide courses and training for, among other things, operators and maintainers of machines belonging to the category of Material Handling Equipment. 

TDT and WDT institutions 

Under management TDT are subject to onward transportation equipment. This category includes equipment used on trains or cranes used at railway stations. 

WDT, or more precisely, the Military Technical Supervision is a state entity that is responsible for performing technical supervision of technical machinery used by: 

• organisational units that are subordinate to or supervised by the Ministry of Defence, 
• units of the armed forces of countries that are stationed on Polish territory, 
• entrepreneurs who repair, modernise, but also design and manufacture specialised technical equipment. 

The WDT also conducts state examinations in specific areas where there is no UDT or TDT unit or where other facilities do not have the facility to organise the examination. 

DTI versus TADT 

Those who are certified by the TDT to operate equipment such as forklifts, cranes and platforms can also operate the same equipment, if it is even registered with the TDT. The analogy will be with a loader, stacker crane or other equipment used in both short and long-distance transport. This is described in the amendment of 1 January 2019 of the Technical Inspection Act of 21 December 2000. 

3b.15) The qualification certificate issued by the authority of the competent technical supervision unit shall confirm the qualifications of the persons referred to in paragraphs 2 and 3 also in the case where, due to the place of installation, operation or use of the technical equipment, the technical supervision of that equipment is carried out by another technical supervision unit 

The wording means that if a forklift, crane, platform, loader, stacker crane or any other piece of equipment is used for both long-distance and short-distance transport and has been registered with the TDT, its operation can be entrusted to a person who has the appropriate authorisation issued by the UDT. So a piece of equipment registered with the TDT can be operated by an employee with the appropriate UDT operator's licence. 

Agreement of the DTI, DTD and TAD 

With effect from 17 December 2019, an agreement was signed between the three institutions. It aims to exchange information and experience regarding technical equipment and fuel vapour recovery equipment. The agreement also allows for the exchange of information and experience on the topics of authorised plants, the degrees of danger posed by different types of technical equipment, as well as entitlement to qualification checks.  

The most important element of the agreement is the provision for standardisation and legislative cooperation on technical supervision activities.

What is the UDT responsible for?

The UDT unit is responsible for: carrying out technical inspections, analysing the consequences of damage to equipment, checking the competence of those carrying out the work of the UDT machine operator and maintainer, and the institution is responsible for many other important things relating to UDT equipment and its employees.

Can I operate TDT-registered equipment with a UDT licence?

Yes, UDT holders can operate machines that have been registered with TDT and WDT and vice versa.
